Century Center Redevelopment

Lowe Enterprises Real Estate Group is proposing to construct a new residential office building above the existing retail podium at the intersection of Crystal Drive and 23rd Street. The site has a long-standing approved site plan for an additional office building at the same location, however, current market conditions and the directive in the Crystal City Sector Plan for more residential, have driven the economics of the new plan.


  • 308 new residential units
  • New construction would be 270' high and include 23 stories
  • Utilization of existing excess parking spaces available in the underground garage
  • Preserves the existing retail activity along Crystal Drive
  • Removes existing curb cut along 23rd Street to create a more pedestrian friendly environment
  • Improved streetscape along 23rd Street with new lobby entrance and wider sidewalk
  • Adds more residential supply to Crystal City in accordance with the Crystal City Sector Plan
  • Extensive roof deck amentity on existing retail structure
  • Improved interior concourse (The Link) providing new opportunities for retail attraction
  • Delivers a pocket-park at 23rd and Crystal Drive


  • The Site Plan Review Committee (SPRC) conducted its final meeting in March of 2017
  • Planning Commission, Transportation Commission, and County Board Review anticipated to be completed by end of Spring 2017
  • Construction anticipated to start in late 2018
